  • Programme Quality & Innovation Director (Hong Kong/Guangzhou/Kunming/Guiyang/Xian)

    As the Programme Quality & Innovation Director, he/she will lead the operational performance for Programme Quality & Innovation (PQI) Department of World Vision China, in alignment with the national strategic direction. He/she will lead the department staff within PQI and provide leadership on issues for these functions, coordinate support to the Operations project teams, and monitor the Operations project team performance in the areas under PQI, which includes but is not limited to: Advocacy, Child Protection and Development, Children with Special Needs, Health, Migrant Children, Resilience and Livelihood, and Design, Monitoring and Evaluation (DME).

    He/she will seek to deliver sustainable impact in the lives of the most vulnerable children (MVC), and measuring and communicating impact at scale, through assuring programme quality that is fully aligned to World Vision global strategy, Our Promise. This will be achieved through leadership and technical advice in the programme design, monitoring, evaluation, accountability, learning, impact and innovation functions. This will support a wide range of programme design and implementation issues in line with World Vision’s program quality principles and standards, donor guidelines, and industry best practices to project teams to advance the delivery of high-quality programming to the poor and vulnerable communities in China.

     

    Responsibilities:

    • Drive towards dramatically better solutions where most needed through a combination of internal innovation and integrating external solutions
    • Strengthen WV China’s thinking and practice on development and sustainability
    • Lead context-based ministry and innovation, while exploring new development approaches
    • Identify and highlight the biggest gaps in achieving WV's strategic initiatives
    • Oversee/lead Senior Leader Team-sponsored working groups with clearly defined objectives to drive innovation 
    • Provide strategic leadership in prioritisation in Area Program/Project resources toward programme innovation, with 3-year objective of no less than [25%] of total funding goes to supporting innovative projects
    • Lead a cross-departmental teams within WV China from time to time to create innovation products, with a particular emphasis on driving Project revenue growth (channel development, regional strategies, content development)
    • Identify gaps in technical capacity of programming staff, and work with People & Culture on appropriate development plans to bridge gaps
    • Oversee quality and standards of project/grant proposal
    • Write compelling thought pieces for external publications and WV blogs
    • Identify potential research projects to support external engagement as well as highlighting strengths of WV China programming
    • Participate and represent World Vision in relevant external conferences and forums, including presentation of research results
    • Connect and maintain relationships with key thought leaders on innovation and impact in global development
    • Develop collaboration opportunities with universities and research institutes that focus on formulating innovative solutions for MVC in China context
    • Provide strategic leadership, ensuring planning and integration across sector teams: Child Protection and Development, Livelihoods, Health and Nutrition, WASH, Humanitarian Emergency Affairs & DME
    • Work with technical teams, Resources Development & Communications to develop scaling strategies, business plans, mega-gift pitches, and strategic partnerships

    • Establish and strengthen linkages and  networks with relevant WV communities of practice and experts, leading institutions, governments and other organizations.
    • Work with Operation, Regional and Global Teams to produce high quality reports that demonstrate evidence of impact
    • Engage with field-based activities as part of the field facing organisation to fulfil assigned operational mandates

    Requirements:

    • Bachelor or Master degree in economics, business administration, public administration, international development or related field or field experience in relief/development combined with a technical degree such as agriculture, sociology, education, or public health.

    • Familiar with China context

    • Broad and deep experience in international development, including minimum 10 years in management roles and management

    • International Development: Strong knowledge and understanding of humanitarian industry (relief, development, and advocacy), including how INGOs operate in the global, regional and local contexts

    • Program Design and Management: Experience in program life cycles management especially in designing, planning, implementing, supervising and reporting on integrated development, relief and/or advocacy projects. 5 years should have been at a managerial level

    • Excellent interpersonal skills with an enabling style. Able to work with highly motivated managers, and have the ability to mentor them

    • Good organizational and analytical skills

    • Good command of the English and Chinese, both reading and writing. Putonghua speaking is essential

    • Ability and willingness to travel domestically & internationally up to 30% of the time

    The purpose of this post is to enhance the efficiency and effectiveness of the Executive Office by providing professional secretarial work and performing a role of liaison with Support Offices.

    Responsibilities:

  • Risk Officer(Station in Guangzhou)

    The incumbent champions the risk management issues with Risk Owners of World Vision to ensure the organization is operating under acceptable level of risk in an effective and efficient manner.

     

    Responsibilities:

     

    • Facilitate risk update quarterly and challenge Department Heads (Risk Owners) for different perspectives so that the organization can be managed at an acceptable risk

    • Support and challenge Department Heads to upgrade their risk management in terms of generic risk management skills

  • Assistant Health Officer/Health Officer(Station in Guangzhou)

    Responsibilities:

    • To provide technical support to health projects in China, with focus on Water and Sanitation and Hygiene (WASH), child injury and health/nutrition.     • To assist Health Department Head in developing and adapting innovative health interventions in the health ministry in China.

  • Assistant Program officer/Program officer (Xi'an)

    Responsibilities:

    • Work with field-based staffs and sectors to identify funding gaps, develop concept papers and prepare proposals

    • Participate in the design and implementation of baseline surveys, needs assessments, and impact evaluations as necessary

  • Assistant DME (Design Monitoring and Evaluation) Officer (Station in Xian)

    Purpose of the position:

     

    He/she will assist DME Officer to conduct LEAPification in A&D, baselines, monitoring and evaluations and collaborate with ADPs for documentation of LEAP/IPM.

     

    Responsibilities:

    • Assist DME leader to provide technical assistance on A&D, baselines and evaluations with WV standards and accountability measures.
    • Help to ensure a sound monitoring system and maintenance of monitoring quality.
    • Cooperate with other offices of WVC to ensure contextualization of WVI new initiatives in the field.
    • Assist ADPs in documentation of information related to LEAP/IPM processes in a timely manner.

    Requirements:

    • Degree holder in community development and project management, or with related background in economics, sociology, social work, anthropology, geography or environment sciences, etc. Master degree is preferred.
    • 2 years of experience in development work or relevant work.
    • Practical experience to conduct Baseline survey, design, Evaluation and Monitoring process and tools.
    • Skills on designing qualitative data collection methodology, tools, analysis techniques and result interpretation.
    • Knowledge of poverty, development, participation, community mobilization.
    • Fluency in written and spoken Chinese (Putonghua) and English is essential.
    • Ability to work gracefully under pressure.
    • Knowledge on SPSS, MS Access, Epi Info is preferable.
    • Good training/facilitation skills in leading workshops and training.
    • Frequent travel to different project sites in China is required.
